简要规则描述：为解决由群租而引发的公共安全事件、消防安全事件、邻里纠纷等诸多问题，为了还老百姓们一个舒适安全的生活、居住环境，以大大降低12345工单的重复性和不满意率，本项目拟通过公开的方式选取一家合格的单位对群租房予以整治，并配备专业车辆清运整治过程中产生的高低床等物资。（具体详见第三章采购需求书）
Brief Specification Description: In order to solve many problems such as public safety incidents, fire safety incidents, and neighborhood disputes caused by group rentals, in order to return a comfortable and safe living environment to the people, and to greatly reduce the repetition and dissatisfaction rate of 12345 work orders, this project intends to select a qualified unit to remediate the boarding house through an open way, and equip it with materials such as high and low beds generated in the process of cleaning and remediating by professional vehicles. (For details, please refer to Chapter 3 Procurement Requirements)
合同履约期限：12个月，具体以合同签订日期为准。
The Contract Period: 12 months, subject to the date of signing the contract.

二、申请人的资格要求2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the Government Procurement Law of the Peoples Republic of China;
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向小微企业采购，评审时小微企业的产品和服务均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specifically for small and micro enterprise procurement, and small and micro enterprises are evaluated at the time of evaluationare not subject to price discounts. (2) Supporting welfare units for the disabled and treating them as small and micro enterprises;
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）本项目不允许转包。
